[dvd::rip] debug funkyness

Running dvd::rip-0.28

If you try to open the Debug window before opening a project or creating
a new project, you get an internal exception:

(sorry, i couldn't figure how to copy/paste the text, so i screenshot
it; also, the window was too big, so i had to take two shots)

If you create a new project, but do not open Table of Contents yet, the
launch of Debug window will silently fail.

Only after reading ToC the debug window works as expected.
