[dvd::rip] (s)VCD in latest version

Hi,

I'm trying out the (s)VCD in the latest version, and am getting gripes 
that seem to stem from my lack of libmpeg3 on my system.  I've tried to 
get and install this library, to build transcode which will use it, but 
i'm not very successfully.  The Makefile with the libmpeg (1.5) sources 
do not seem to install the .so and the header files for use by transcode.

Any help in getting this built and installed so I can test and use the 
(s)VCD functionality would be most appreciated.
