Hardly - somewhat little information... at least version numbers of
transcode and in this case libdvdread would be important (as requested
on the dvd::rip SUPPORT page).

It looks libdvdread can't handle the IFO data of this DVD title. You
should be able to rip all titles before #19, even if dvd::rip threw this
exception on title #19. If you need title #19 or higher and you don't
use the most recent libdvdread, try upgrading, probably a newer version
can handle this DVD completely and without errors.
