[dvd::rip] PAL 25 to 24 FPS?

Hello!

Forgive me if this is a stupid question, but here goes:

I am in the US and have worked in film and TV in the past so I have a
pretty good understanding of NTSC.  PAL, however, is a mystery to me :)

I'm trying to rip a PAL DVD and am having trouble determining the
right/best way to deinterlace it.

>From my understanding, to transfer a film to PAL they simply run it at
25fps instead of 24fps, and each frame gets two 50Hz fields.

Now from what I understand, with a film-sourced PAL disc, all the
deinterlacer has to do is take the two fields and combine them into one
frame.  Since there's no 3:2 weirdness, there should be any image tearing
or quality loss, right?  What is the best setting to use for this?

And while I'm on that subject, since the film is spead of ~4% to get it to
25fps, is there a way to take the whole thing (audio, video, and subs) and
run it at 24fps instead of 25?  I don't mean quantize or drop frames, but
just change the playback speed of the deinterlaced file so it plays back
at the proper framerate.

I'm guessing there's transcode options for most if not all of this, but
I'm still trying to figure them all out, so if there's some good presets
in dvd::rip I'd love to hear about it ;-)
