Indeed, the display frame rate it's trying to "convert" the native 24fps
to is 25fps.  The whole "artificial interlacing" and interlacing on the
fly by the DVD player with a 3:2 pull-down is NTSC specific, with it's
29.970fps.  I'm not sure what a DVD player does in a PAL locale with
24fps originating material to get it into 25fps interlaced.

Perhaps it just repeats a frame every 24 (1/s).  Dunno though.  I'm not
sure how much of what I have said is relevant for you and what you are
seeing.  :-(
