[dvd::rip] SVCD codec

Hi,

I've just transcoded my first DVD into SVCD, but I was wondering what kind
of codec and bitrate it uses.

I used mpeg2enc (default?). But is that one using CBR or VBR? And is it
possible to setup the minimum and maximum bitrate?
