I think you're getting bitrate and bpp confused here. Bits per pixel
(bpp) will give you a reasonable measure of quality - lowering the
bitrate or increasing the resolution will reduce the bpp, and raising
the bitrate or decreasing the resolution will increase the bpp. So
your first option will lower the quality and your second will increase
it (in two different ways). Whether you choose to increase the bitrate
or lower the resolution is dependant on whether you're space/bandwidth
limited or not.

Not sure what you mean here - cropping the black bars won't change the
(useful) resolution. On playback the player merely has to add it's own
black bars to pad the image to screen size. dvd::rip generally does a
good job of detecting borders for cropping, so I'd just use the auto
settings and then remove the resize step (if it's added one).
