Ok. For me, Cluster mode never worked. That's why I thought
that cluster mode is broken.

Fine. What can I provide, so that it's easier to fix the issue?
As I said, I never use NTSC. I never use changing framerates.
Just plain old PAL movies. With xvid4/ogg/vorbis.
