You don't seem to have the "extras" repo enabled, gtk-perl lies there.
Just add --enablerepo=extras to your command line when installing from
precompiled rpm, that should make it.

the Perl Gtk compiled on Fedora.
But suggest you trying dvd::rip 0.97.10. Although it's an "unstable"
release it's in a quite usable state. In particular it uses the more
modern Gtk 2.x library which is usually quite less pain to install on a
recent Linux system.
