[dvd::rip] consider frame range

How does "consider frame range" work?

Is that range used for space calculation, so maybe the credits doesn't
fit on the CD afterwards?
I would more prefer to decrease the bitrate for the credits. Is there a
way to detect the begin of the credits automatically and to select a
different bitrate for that range?
