Out of the box transcode can't change the bitrate during transcoding.
dvd::rip would have to split transcoding into corresponding chunks and
merge them afterwards. But selecting these frame ranges manually (by
guessing frame numbers resp. try and error?) would be very unsatisfying.
A graphical frame range chooser would be necessary, so the whole thing
is no easy task overall. But nevertheless an interesting feature,
altough I don't think the quality improvement would be worth the
effort...
