[dvd::rip] Video bitrate change has no effect

Hallo!


I  have  the  problem  that a chang in video bitrate has no effect to a second
transcode pass. The bitrate value changed from 1700 to 2000 and  after  a  two
pass  encoding  of  five hours I got exactly the same file as in the first go.
(Checksums are equal)
How can that be. The change of bitrate is even in the log.  What  am  I  doing
wrong here?
