I had a look in the cluster master's project file. A job had its state set
to finished, even though a child node wasn't finished.
The job started exhibiting this effect when a child job was sent to a node
which didn't have oggenc yet.
Manually changing the job's status to waiting (and restarting the cluster
master) seems to have got the ball rolling nicely, encoding audio before
trying to merge it.
Perhaps a consistency check of the jobs' states and output files button
would be good, in case things go pear shaped as they do sometimes

As in topic, I've a project that won't continue because it tries to
merge an audio track it hasn't "processed" yet. The process job is above
it in the list and marked "waiting". I have three idle nodes in the
cluster, but that's the only job it tries to start when I restart the
project.
All the video jobs are complete, although I had to restart several times
to get there since transcode was segfaulting for a little while on one
node.
Nice to see that restarting the project keeps completed jobs, but a way
to re-do jobs or remove their result & mark not done could be handy :)
Would it be possible/feasible to use gnu make to work out some parts of
the process? It's job is quite similar to what dvdrip sets up.
