[dvd::rip] Encoding .VOB already on hard drive

Hi, I have a few VOB files (from entire DVDs) already copied into
various directories on my hard drive.

I'd like to encode them with DVD:rip.  The GUI implies you can do this,
but complains that I need a DVD in the drive when I try to read the TOC.
(lstoc error)

Also should I select "encode on the fly" or "copy VOB to hard drive first".
I assume I am encoding on the fly as the VOB is already on the hard
drive.  Currently both methods fail the same way.

Is this a known issue?  Or am I doing something not supported, even
though the GUI implies you can.
