on the "Rip Title" tab there are two buttons, "view selected
title/chapter(s)" and "RIP Selected title/chapter(s)"

My assumption, and I may be wrong, is to view the selected title and
then rip the selected title it to your harddrive before adjusting and
transcoding the title.

My language  selection on both the "rip title" and "transcode" tab are
"en ac3 48khz 2Ch".

On these settings I get an English version while "viewing selected
title" but the resulting vob file from selecting "rip selected title"
has the spanish version.
